The reason is that vmmouse driver is used in 12.3, but regular evdev is used in 13.1. (You can check if this is the case for you too, you can attach Xorg log.) If I remember correctly vmmouse should be used in KVM if it is not in secure boot environment. Note that this doesn't seem to be VNC related. VNC is between the viewer and the qemu.
