I should have just closed it long ago, sorry. libvirt has several similar problems in its interactions with xend. Thankfully xend is deprecated in upstream Xen in favor of libxl (aka libxenlight), and we are finally removing it in openSUSE 13.1. I think you'll find the libvirt libxl driver does a good job of handling autostarting guests, taking a similar approach as the libvirt qemu driver.
