I agree here with Werner, there is no logical point to have both things into one. Or sysvinit script or systemd.
On the other hand chkconfig should simply work correctly... I have noticed this bug with avahi-daemon After $ checkconfig off avahi-daemon I still get $ chkconfig -l avahi-daemon avahi-daemon 0:off 1:off 2:off 3:on 4:off 5:on 6:off allthough it seems to be really diabled. If the one who starts the services (systemd) ignores init.d/rc5.d/S50avahi-daemon then chkconfig has to ignore it too.
