In order to do this, you need to pass: plymouth.enable=0 to the command line. The reason why it works with 'OnFailureJobMode=isolate' is most probably because you kill plymouth therewith. The current setting: OnFailureJobMode=replace-irreversibly doesn't explicitely kill plymouth. Probably the command: /usr/bin/plymouth quit is hanging or failing. Since it is prefixed with - in the service file, a failure of '/usr/bin/plymouth quit' would be ignored.
