The option -h is for halt, the option -r is for reboot, the option -P is a modifier for -h and stands for doing power off after halt. You may try shutdown -h -P now if this does not work your hardware or the BIOS/CMOS of your hardware has a problem with the system call used by halt to inform the kernel to switch into power off.
