I was able to reproduce this. Assuming you have an internet connection in the VM (which I assume you do as you are using the net-install .iso), on the screen shown in your 'step3' screenshot, could you select "Enter another URL" and enter the following: https://download.opensuse.org/distribution/leap/15.3/repo/oss/ It may pre-fill the input box with something like "hd:", make sure to clear that before pasting the URL. -- You are receiving this mail because: You are on the CC list for the bug.
