If enabled the CPU will start at min clock speed and as demand grows so does the Clock Speed. In this mode the CPU is extremely sluggish to start upping its clock and performs poorly in the sense that it requires huge demand to increase clock speed. The best PC performance to be gained is to disable Cool 'n Quiet but leave Smart Q Fan enabled to dynamically adjust CPU fan. The AM2 socket CPU run very very hot, and when I build one I always add 2 x 12cm High Performance Case Fans with Dynamic Speed and 2 x 8cm High Performance Case Fans with static speed all facing outward air flow. Selection of PC case is of absolute priority and must feature direct air flow from outside to above CPU fan. 1 x 12Cm Case Fan is located at rear 2 x 8CM at rear of case 1 x 12cm case fan in front of HDDs When CPU and ambient air temp is high the CPU fan will literally scream in its speed. Whilst Cool 'n Quiet is Enabled the Kernel IS permitted dynamic control over CPU clock via ACPI Whilst Cool 'n Quiet is Disabled the Kernel IS NOT permitted ACPI control. The only time I have ever get into a little trouble with Disabling Cool 'n Quiet is Enabled is during OpenSuse Install where this process is both extremely taxing on CPU AND and sustained over very long period of time. Without proper cooling the first sign of CPU overheat is during the end where Yast downloads and installs many updates. If the CPU is too hot the user will see errors in downloading of update file with CRC failure and frequent retrys. The motherboard will initiate a thermal shutdown if CPU/RAM temp is critical despite the status of Cool 'n Quiet. Cool 'n Quiet should be Enabled at any complete install of OpenSuse or and Update of same - unless your case carries outrageously large (as in my situation above) air displacement methods.
