It is hard to be certain based on the logs, but it could be that this is a delay that you will just have to put up with. Have NFS mounts in /etc/fstab, and using NetworkManager to configure the network isn't really a configuration that can be supported effectively. If you use NetworkManager it us much better to use autofs to mount NFS filesystems. Then they get mounted on demand once NetworkManager is up, rather than trying to mount them before there is any network. However there is still an issue with v4 mounts taking too long if there is a no network. I haven't managed to make any progress on that front yet.
