As of Tumbleweed 20200201, /etc/services has moved to /usr/etc/services. However, some programs still relies on the old location and currently fails. Here's a partial list: - postfix - nftables - exim
A symbolic link is currently a valid workaround.
/etc/services is read via a glibc interface, not directly. Could it be that you have /etc/*.rpmsave and /etc/*.rpmnew files? Especially for /etc/nsswitch.conf?
