Please remember that deltarpm creates a bitwise identical version of the requested rpms. The problem is caused by a change in the emacs package: the 3.6 release contains '/usr/bin/emacs', the 3.7.1 release doesn't have it. Thus the update deletes the file. In other words your fix for #555682 doesn't work.
