It is not CUPS, it is application programs which
use CUPS library calls to get PPD files but
never clean them up.
CUPS itself cannot know for how long an application
program needs a PPD file so that it belongs to the
application program which requested the PPD from CUPS
to clean it up when it is no longer needed.
The following issue is currently known:
Bug #547292 "Printing via Adobe Reader leaves four or more
identical PPD files in /tmp/ for every print job."
According to file size and time stamp in comment #0
it is very likey that this bug here is a duplicate
of bug #547292 and therefore I colse it accordingly.
Please file separated bug reports for each individual
application program if you detect other application programs
which do not remove their PPDs.
FYI:
The following issue happened in the past
Bug #338095 "Mozilla printing leaves PPD-files in /tmp"
but should be fixed since a longer time.
