Libvirtd wasn't enabled / running at all. It was another process, which had been access to the fs. Unfortunately I hadn't enabled lsof at this point and wasn't able to reproduce it until now. But the problem is not libvirtd or kdesud or kblancscr or whatever could be running during shutdown / umount. The problem is, that a filesystem can't be unmounted which is in use. There should be a solution to prevent a shutdown / reboot if the filesystem can't be unmounted.
