Does it have SYSTEMCTL_OPTIONS=--ignore-dependencies ? I removed on purpose SuSEfirewall2.service activation before YaST2-Second-Stage (ExecStartPre=-/bin/systemctl stop SuSEfirewall2.service) because it was causing a deadlock and only one activation of SuSEfirewall2.service needed to be done, once network.service is up and running.
