I do not have a setup, where I am using root on an iSCSI device, and thus was unsure whether "boot.open-iscsi" would be kicking in these cases (assumed so, though;-), and have now been confirmed that it is so). The reasons for the suggested alternative changes (opposed to the removal of "boot.open-iscsi") in comment 33 is that in my test cases, the unconditional call of "startproc $DAEMON $ARGS" in "boot.open-iscsi" resulted in this script bailing out, while the iscsi daemon ($DAEMON) is already running at this point in time!
