So, I could not verify this earlier. With 11.1 RC fresh installation, Still my system time becomes wrong everytime, I switch between windows and linux . I have not got any option for retaining windows time during installation. None of the settings in YaST fixes the time to be same across windows and linux. Please tell me if one such setting exists.
