Yes it is a recent regression. Worked fine in all snapshots prior to 20220804.

Do you also have 'security_default_confined = 1' set?

Yes I have that option set

If possible, enable debug in /etc/libvirt/libvirtd.conf and provide the (verbose!) output when attempting to start the VM.
