If that is indeed with Ctrl+Alt+L (capital letter just to distinguish between i and l.), then this should be fixed in KDE 4.10.2. There is unfortunately another bug around this one, as that it would take about 1 to 2 minutes before the screenlocker kicks in. This was reported with bug https://bugs.kde.org/show_bug.cgi?id=313123. If you mean with lock the desktop, the fact that the screensaver kicks in, then it depends on settings for the screenlocker if a password is required or not.
