This file provides macros that help with making rpms built against python. For instance it provides macros to find the current python version, the pythong installation directory, and so on. However, python3, although not installed by default, has been out for almost two years now and is available from the base openSUSE repository as python3. There is more and more software coming out that supports python3 and some now coming out that depends on it. However, as far as I have been able to find there is no equivalent to /etc/rpm/macros.python for python3. This makes it much more difficult to make rpms built against python 3. It would be nice of there was a similar set of macros for python3.
