Now I'm probably the last person to succumb to version-itis, but there are a number of functions that have been refactored or renamed and these *are* pre-releases. The documentation on the libnl site has matched the pre6 release since it's release and it's annoying to write code only to find out that certain function names do not exist in the headers on the system, especially since rpm reports libnl's version as "1.0". I had to open up the src.rpm to find out that it was actually 1.0pre5.
