This is rather strange.
1. /var/lib/zypp/RequestedLocales contains "nl_NL" for me, as well
2. "locale" outputs this:

Note that the last line, "LC_ALL=", does *not* report "nl_NL.UTF-8". Does that
indicate something?
3. I burned the install DVD with openSUSE-DVD-Build0091-x86_64.iso, at the
slowest available speed. I let the DVD check itself for errors: there were
none.
4. I had internet connection during install, by means of an ethernet cable
5. as said, I chose Dutch as installation language.
Maybe (but this is a long shot) it has something to do with another bug I
encountered: in the final stage of the installation, the installer reported
that it *couldn't find* the source medium for installing Grub2. So suddenly it
couldn't find the DVD, apparently.
I could only install the old Grub legacy, which also spawned some error but
finished succesfully, so I had a bootloader at least. Maybe, just maybe, the
installer couldn't find some needed localization instructions on the DVD, for
the same reason that it couldn't find the source medium for Grub2?
