If not mounted, they cannot be read and accessed, but every change can be made to it.... My thought about this is: Hal must check if a medium is in a device at boottime. If the device is present, and a medium is in it, it should be mounted, if it was at some time present at boottime, but not atm, it should not be required to boot. (if at least it is possible, to temporarily add entries to fstab..)
