With this change, you are deviating from that unless you make sure you can configure this plugin from the server side state, and that you make sure the plugin functionality does not create a chicken egg problem at bootstrap time. Second, the zypp hook is not SUSE Manager specific. It is just a helper for anyone that want to see that rpmdb changed per transaction instead of per package install. The name is probably bad chosen. It can be used for anyone that want to audit this basic action in Salt.
