In yast, create a PV guest with "No Graphics support". The GUI can not connect to the guest and suggests to use xm console (I dont have the exact wording). This works in an uptodate sles11sp1 and 12.1, where an 'xterm -e xm console <vm-uuid>' is started. Comparing the .py files from sp1 and 11.4 shows no related differences, other than xenpaging and extid related calls in 11.4. While booting into 11.4 I noticed that xenconsoled is not running, it cant connect to xenstored. 11.4 has still the xencommons script even if the .changes file says: * Di Sep 20 2011 ohering@suse.de - bnc#691256 - remove /etc/init.d/xencommons, its unused and breaks upgrading/downgrading of the xen-tools package because this runlevel script remains enabled in this sles11sp1 package Looking at the spec file, the actual rm command and other related changes are missing. After insserv -r xencommons and rebooting the system I was able to launch a PV guest with "No Graphics support". Frank, does that fix the issue you were seeing?
