bit of /usr/bin/nroff (and similar things in the same file) is a truly horrible
HACK. It would be nice to be able to get rid of that as quickly as possible.
Why exactly was it necessary in the first instance? Is there still no way to
output arbitrary Unicode characters in groff directly, without having to
reinterpret historic 8-bit encodings? Any change of fixing that underlying
problem?
Otherwise there will never be any way to display both "man iso-8859-15" and
"man iso-8859-1" correctly in any single locale.
