The sr mentioned few lines above, was a faulty one (did not contain all the necessary fixes), which caused a nasty issue in case locker was disabled. So, 13.1 users will see it fixed in a few weeks. With regards 12.3, i am a bit reluctant to add the fixes. There is a possibility most users are accustomed to the current behavior, and maybe it would be strange for them to see this kind of change after ~nine months.
