It appears this only happens for Wayland sessions, not classic X ones.
Correct, legacy functionality like desktop or tray icons are not supported in GNOME Wayland, nor does upstream have any plans of porting them to wayland.
Users who want this, are advised to use gnome-desktop in xorg or gnome-classic (for Leap 42.2 SLE-classic is even available).
With this I think the bug can be closed as UPSTREAM/FEATURE... The xorg session is still available; even though Wayland is becoming increasingly more interesting -- You are receiving this mail because: You are on the CC list for the bug.
