This happens when one of the used repositories gets published by OBS during the installation AFAICT. Not sure why though, normally the filename should change if the rpm changed...
This is indeed true - there are a few cases known how this could potentially happen though (package renames, binary subpackages moved from one package to another) - but definitively not on the packages noted in comment#0

Indeed, something is broken. The file it expects to have downloaded (according to the checksum) is http://download.opensuse.org/repositories/KDE:/Unstable:/Frameworks/openSUSE... That file should not exist, there is no libaccounts-glib package in KUF. I have no idea how to delete binaries of a package which does not exist.
