Is this issue still valid on openSUSE 13.1?
I can confirm that the problem is still present. Moreover, for interested users, here is a way to get the desired behavior via systemd. Create /etc/tmpfiles.d/tmp.conf to override /usr/lib/tmpfiles.d/tmp.conf and edit it according to tmpfiles.d(5).
