We just replaced the buttons by tabs, and done away with the "All" option. But I can see how the different labeling can stress the user. In fact, I was mildly opposed to it in our UI brainstorms. The advantages of label by action is that it makes the interface less threating to the new user who just wants to install or remove a package. However, for someone who wants to do something less conventional, like see the file list of some package, he will have to apply backward induction to realize he should click the "Remove" tab to see the "Installed" packages. It's elementary reasoning, but it may indeed break the user normal workflow. I think we re-use those strings elsewhere, so we probably are not subject to the string freezing, if we do want to change the labeling. (In reply to comment #1)
I'm not sure that I've ever seen something like that before. If I hit apply, just apply it.
Shaw, I think we do want the user to confirm the changes. Like you said, the idea was to try out a different way to do it. I suppose such leeway is one of the perks of being a volunteer. I personally am mainly unsatisfied with the Sure? icon choice which doesn't fit well since it was designed for dialogs, but otherwise it seems fine. The unusual behavior may not however make it worth the initial shock, so it probably is a good idea to go with the more conservative "confirm changes" window.
