I might have been installed by a different package, I don't know about. Udev rules and rules installed by packages are usually in /lib/udev, not in /etc/udev. The old and new firewire driver video nodes have some basic support for the group 'video' and the locally logged-in user. For the old and deprecated firewire drivers there is no default access granted for normal users to raw firewire nodes, because of security issues.
