The reason that the device fails is that it is hardcoded in the hostonly settings, e.g.: --> ./lib/dracut/hostonly-files:/etc/systemd/system/initrd.target.wants/dev-disk-by\x2duuid-9623\x2d31F2.device ./lib/dracut/hostonly-files:/etc/systemd/system/dev-disk-by\x2duuid-9623\x2d31F2.device.d/timeout.conf --< in the initrd. You need to rebuild you initrd with hostonly mode suppressed. Please refer to the hostonly parameter in the dracut.conf manpage or the rd.hostonly setting in the dracut.cmdline manpage.
