Are there some adapters that are recognized as vesa only or efifb only that need to be enabled as graphical? This may include new not yet supported graphic cards, some virtual emulated cards, some ARM SoCs. I think until we have the DRM interface available for vesafb and efifb we should be prepared to revert the systemd change if we run into an adapter that cannot be easily detected.
