[Bug 1162261] Bump protobuf 3.9.1 to 3.9.2+ to build TensorFlow2

A tensorflow2 update is on the way to devel project. Unfortunately, a last package dep requires a version bump: double-conversion, from version 2.0.1 to 3.1.5, which also come from SLE.
