You need to install systemd-logger package for creating /var/log/journal.
That's the reason! That package was missing on my system.
Not sure why you need to do that manually, I thought that it was part of the packages installed by default.
Apparently not. For some reason my Tumbleweed machine came with rsyslog instead of systemd-logger, however journalctl was still available and it looks like it did all the logging anyway. For the record: during installation I selected only the most minimal patterns and disabled the installation of Recommended packages.
