Running IceWM on the same system with the same applications running, doesn't fill the log that way, so I guess this is a side effect of something KDE 4 does. I wonder what this can be though, as I have all desktop effects disabled, and no resizing applet loaded. While I don't really care about that log file, I am still reporting this because I also tend to think that KDE 4 is slow on my system (compared to KDE 3 I had before) and maybe this message repeating in the logs is another symptom of the same problem.
