After talking in #suse on Freenode, I was able to get my webcam working with Kopete, Skype and Mplayer, but not Cheese, which makes me thinks it's a gstreamer bug. Clicking test, I get a dialog: Video for Linux (v4l): Could not synchronize on resource. In the terminal I see: gstreamer-properties-Message: Error running pipeline 'Video for Linux (v4l)': Could not synchronize on resource.
