xf86-video-modesetting is not installed because it was merged into the xserver package more than two years ago, which made it the default. All xf86-video* are optional, and for nearly all the most common, non-ancient gfxchips, not required. (In reply to Stefan Dirsch from comment #18)
At least we now have a workaround for Mindaugas' 32bit machine from 2005. Dumb slow, but what can we do? Nobody will still look into RS400 issues. Seriously.
Since it doesn't happen to me on KDE3 using xf86-video-radeon, maybe it should be looked at by KDE and/or SDDM people.
