The GRUB_BACKGROUND wrongly appended to the last line of config (if it's not present). The issue not triggered on regular installation case is because the last line luckily ends with a commented option # Uncomment to get a beep at grub start #GRUB_INIT_TUNE="480 440 1"GRUB_BACKGROUND=/boot/grub2/theme/openSUSE/backgrounds.png But the problem reveals if you set serial console, as the last line becomes uncommented. This also explains why the background not set to the grub2's terminal.
