Although swappiness = 1 and vfs cache pressure = 200, it didn't seem to go beyond 6 GB of RAM usage. No swap seemed to get used. I was creating 1GB files full of zeros and I ran my rsync command to back up my files.
DISREGARD, I realized I had booted into Linux to copy my Music (13GB) to my external hard drive (USB-C enclosure for my NVME 512GB SSD). As I was doing so, I saw free RAM falling and then fired up vmstat again. Swap usage climbed (literally only used Yast and Chrome after a reboot).
