Yes, of course AutoReqProv: off turns off all dependence generation. glibc is also missing but of course it's unlikely you'd miss that ;) With AutoReqProv enabled the build succeeds (guess that's an improvement from 10 years ago!), and the result looks good as well. There's no shared libraries built for cross-arm-none so this might be a bit misleading as that target builds with --disable-shared.
