This works. With the installation of translation-common my seamonkey changed to dutch, as is the OS locale. I can change it to English (US). I can change it back to dutch if I wanted to. The sorting of all the languages is not logical, yet. But this is no problem for me. One question remains, maybe that is also why you opened the upstream Mozilla bug. Suppose that someone wants to change to OS locale, what do you choose? And if someone changes the OS locale, does that change the seamonkey locale? I tried this with systemsettings, but it didn't work for me. This is not a problem for me. The reason why I reported this bug, is solved for me. I can now change language through preferences of Seamonkey.
