Fails since (at least) Build [441.4](http://eris.suse.cz/tests/12943) (current
job)

## Used packages 

yast2-firstboot-4.1.5-lp151.1.1        (openSUSE)    openSUSE Leap 15.1
yast2-configuration-management-4.1.6-lp151.1.1   (openSUSE) openSUSE Leap15.1

## Steps to reproduce

1.  use openSUSE-Leap-15.1-DVD-x86_64-Build441.4-Media.iso
2.  Execute default installation of Leap15.1 with GNOME
3.  Reboot SUT
4.  Enable YaST2 Firstboot:
    a. zypper in yast2-firstboot
    b. touch /var/lib/YaST2/reconfig_system
5.  Reboot SUT
6.  Boot to YaST2 Firstboot
7.  Click next until License Agreement is reached on leap15.1

4. License Agreement -> SKIPPED

1. Network Autosetup
2. Language and Keyboard
3. Welcome
4. License Agreement -> Test fails due to not skipped License Agreement 

## Expected result

YaST2 Firstboot wizard should have the same license handling for leap15.1 as
for Tumbleweed.
