It happens often enough to be distracting and messes up the screen section until that portion of the screen gets redrawn. The damage seems to occur on the opposite side of the screen. If the tooltip popup is coming up on the right side, the damage occurs on the left side, and vice versa. I think it's possible some piece of code is not clearing an old flag or buffer and the panel is redrawing some portion of the screen from a previous pop-up. I'm attaching a screen shot which shows the damage to the screen in the lower right hand corner. Usually the damage is blue, but in this capture it is white. I have not found any set of steps that makes the issue occur.
