We used it for the first time for openSUSE-11.1 where the build took ages. It was supposed to help new people with hacking on LO. It went out that it was not the right way. Other distribution did not start using it. LO developers even wanted single source repository again, see http://wiki.documentfoundation.org/Development/One_Git_Conversion So, the split build did not have any future and we decided to get rid of it with LO-3.4 => there are not longer devel packages. The only official way is to use the libreoffice-sdk package. Well, I am not sure how much it will be supported in the future. There are some discussions what is the stable API. The current API is not ideal and it is hard to fix it when it is marked as stable. I am sorry to say but I do not have any easy solution. One possibility would be to build the full LO from sources on your machine. BTW: What is your extension about? You might want to integrate it into LO out of box. Just join us.
