Switching rfkill button on and off does not set the last phy0 hard block flag to "no". I am able to set this flag to "no" when issuing "rfkill unblock wifi" manually.
The "rfkill" utility is supposed to manipulate the "Soft blocks" only. There must be some inconsistency in rfkill handling.
