It might make sense to change the dependency to gnome-session-core. This means that some files like /usr/lib/gnome-shell/gnome-shell-session would have to move to a gnome-shell-session that would actually depend on the full gnome-session since they need /usr/bin/gnome. The idea would be to make it easier for people to install gnome-shell without the whole GNOME stack.
