Anyway, the offlining and onlining of the nonboot CPUs is carried out by the kernel and the userland tools have nothing to do with it (I wrote them, so I know :-)). This is a _kernel_ problem and most probably cpufreq-related one. That's why I asked Bernhard which cpufreq governor he uses.
