So Plaindir is basically what you need. What we could do (probabely not for 10.2. Duncan?) is extending Plaindir to accept a single rpm, or a file that lists rpm packages patnames on disk. I.e. operating on a collection of local rpms, not restricted to a single directory. And ther's already some fate reqest to support volatile sources. This would save the 'zypper sd _tmp' as the source would not be permanent then.
