All my external ntp servers are specified numerically. I do not have external connectivity during boot (i.e. I use smpppd to connect manually). If the problem happens ntpd hangs and all initscripts depending on "$time" are not executed (which is correct behaviour, ntpd should not hang) and since the startup script also hangs local login is not possible. I think I have once observed a hanging ntpd to resume after several minutes. On an hanging boot login is possible via ssh and a killall of ntpd makes the boot continue.
