[Bug 300993] improper exceptions/ error messages when trying to refresh as non-root

But it is fixed as well with the help of RepoManager::checkIfToRefreshMetadata(): non-root@kompost$ zypper search asdf Repository 'guru' is out-of-date. You can run 'zypper refresh' as root to update it. * Reading installed packages [100%] No resolvables found.
